I always tend to suffer from dry skin during the winter months, but this year its really bad. My face is tight and itchy. They told me the areas vulnerable to the evil in my chin. When I tended a moisturizing cream that felt my skin is very painful and leave dry areas use are also very sensitive. It is also my skin feel hate fat! Aveeno Moisturizing Cream is an amazing specially for sensitive skin. You can get it here at Target. I also have the same problems and it works very well. I think they are dry water instead of oil dry, since you said you have spots. Try drinking more water will also contribute to dryness in the winter. Here is a link to a product I am talking about. I have a similar type of skin itself, but it has much improved since my routine:
I use Ultra clearasel morning and evening, this is really good for blemishes or redness or sensitive areas. I tried many products for sensitive skin, this is the best. I also avoid Reccomentd, products with zinc.
Later in the evening and the morning before make-up, use a moisturizing chamomile is very gentle and oil, there are many with ingreedients oil and cheap.

Aveeno is a good brand, and Neutrogena.
But the best thing I've seen so far is Clinique moisturizing gel is dramatically different night. It absorbs moisture very well and great. It seems that article is not well aggrivated.
